Founded in 2013, Sustainable Facilities Management Services (SFMS) is a leading maintenance, repair, and facilities management company headquartered in Washington, DC. We offer a broad range of customizable and scalable facility support services, including on-site, on-call, and emergency response support in mechanical, electrical, plumbing, carpentry, painting, roofing, custodial, and all facets of facility management services.

Our management team has more than 55 years of combined successful leadership and experience in strategic planning, facilities management, and infrastructure support services. We are a minority-woman family owned small business that has successfully led, managed, and supported all aspects of facilities management and infrastructure services, spanning the entire facility management industry spectrum that includes commercial, federal, state, and local governments.

We offer comprehensive building management services including Operation and Maintenance Services (heating, ventilation, air conditioning, and refrigeration, Electrical, switchgear, emergency power systems, lighting maintenance, plumbing, carpentry, locksmiths, painting, fire, life safety, landscaping, custodial and janitorial services, roof maintenance, water/sewer maintenance, building automated control systems) Project Management (general contracting, construction, renovations, facilities management, assessments and consulting, capital improvements); Construction services (HVAC solutions and services, plumbing repairs and remediation, building automation, mechanical, piping and duct installation); Energy Management (maintenance, capital strategies, energy usage, waste, recycling, monitoring, energy audits and LED lighting).

Ms. Bush brings an innovative, results-driven approach to facility management—firmly believing that a well-designed and rigorously implemented strategy management system is the cornerstone of delivering measurable results for clients. William McAfee

President/COO

William McAfee, MBA, LEED GA, is the President and COO of Sustainable Facilities Management Services, bringing over four decades of leadership in facilities management across the local, state, and federal government sectors, as well as the private sector, manufacturing, education, and institutional facilities. His expertise spans strategic planning, financial management, facilities support operations, custodial services, construction, energy management, and sustainability, reinforced by his LEED Green Associate credential from the U.S. Green Building Council. Throughout his career, Mr. McAfee has held senior roles ranging from Consultant to Executive Vice President, overseeing high-performance operations for a wide array of facilities—including government campuses, manufacturing plants, and school systems. His deep knowledge of regulatory compliance, safety, and service delivery has enabled him to consistently improve operational outcomes across both public and private environments.

André Price

Director of Operations

With over 30 years of expertise in facilities engineering, operations, and project management, André Price delivers both strategic direction and hands-on technical leadership to Sustainable Facilities Management Services (SFMS). His extensive credentials—including DC First Class Engineer, HVAC Master in VA and MD, and LEED Green Associate—are backed by a proven record overseeing complex O&M programs, building modernizations, energy management initiatives, and multi-site facility operations across government and commercial sectors. Known for his proactive problem-solving, meticulous attention to regulatory compliance, and commitment to sustainability, Mr. Price ensures every project is executed with precision, efficiency, and measurable results, while fostering high-performance teams that consistently exceed client expectations.

Dennis Harris

Director of Business Development

Dennis Harris is a proven business development executive, growth strategist, and executive leader with over 30 years of experience driving measurable growth and market expansion. As Director of Business Development he leads federal, state, and commercial contracting strategies that directly fuel company revenue and market share. Dennis is responsible for building high-value partnerships, securing multimillion-dollar contracts, and positioning SFMS as a competitive leader in facilities management.

His track record includes delivering double-digit revenue growth, expanding into new federal markets, and establishing strategic alliances with small business partners to strengthen competitive advantage. Dennis has successfully directed federal sales strategies that resulted in sustained pipeline growth and long-term contract awards, while also implementing business development frameworks that enhance efficiency and scalability.

As both a growth strategist and executive leader, Dennis combines entrepreneurial vision with disciplined execution. He excels at translating strategy into results, whether opening new revenue streams, negotiating high-stakes deals, or leading cross-functional teams to surpass ambitious performance targets. His leadership ensures SFMS not only grows but sustains its position as a trusted, results-driven partner.

Dennis is a graduate of the Minority-Owned Business Executive Management Program at the Darden Graduate School of Business Administration, University of Virginia. He also holds an associate’s degree in electronic engineering technology and a Bachelor of Business Administration in Management

Hellene Burnett

Construction Program Manager

Ms. Hellene Burnett, PMP, is a proven construction program leader with 20 years of experience delivering federal, public, and commercial facility projects on time, within budget, and to the highest standards of safety and sustainability. She is a trusted partner to clients, recognized for turning complex projects into measurable results that protect resources, reduce risks, and achieve mission-critical goals.

At Sustainable Facilities Management Services (SFMS), Ms. Burnett champions a safety-first culture and green construction practices that align with client sustainability priorities and regulatory compliance. Her expertise in site supervision, safety compliance, and regulated material handling ensures seamless execution while advancing environmental stewardship and operational efficiency. Holding certifications including EM 385-1-1 (USACE Safety and Health), OSHA 30-Hour, HAZWOPER, and Six Sigma White Belt, she brings the technical rigor and process discipline required for complex construction environments.

She excels at leading multidisciplinary teams of architects, engineers, and subcontractors to drive collaboration, reduce costs, and accelerate delivery without sacrificing quality or safety.
With two decades of successful outcomes, Ms. Burnett consistently positions SFMS as a reliable, results-driven partner in sustainable construction—delivering projects that safeguard people and property while supporting long-term client growth and success.

Ryan Burkhart

Safety Manager

Ryan Burkhart, LEED Green Associate, serves as the Safety Manager for the Construction Department, bringing over six years of experience as a Superintendent, Site Safety and Health Officer (SSHO), and Quality Control Manager in the construction industry. He has successfully led safety, quality, and field operations on a range of federal government projects, including MATOC/IDIQ task orders and contracts with the U.S. Army Corps of Engineers—often within fully operational and sensitive environments such as medical facilities. Mr. Burkhart’s expertise spans daily site management, subcontractor coordination, implementation of quality control protocols, and safety program leadership. His integrated, hands-on approach supports SFMS’s commitment to delivering secure, compliant, and high-performing construction services across complex project environments.

Grace Adekoya

Energy Manager

Grace Adekoya, LEED Green Associate, serves as the Energy Mananger. With more than eight years of experience in facilities management, operations, contract administration, and energy management, Grace plays a key role in advancing SFMS’s mission of delivering efficient, sustainable, and reliable facility services.

Her expertise includes optimizing energy usage, integrating sustainable practices into daily operations, and collaborating with external consultants on energy management initiatives. She has a proven track record of analyzing energy consumption patterns, developing targeted strategies, and overseeing the successful implementation of energy-saving measures—directly contributing to reduced costs, enhanced operational efficiency, and lower environmental impact.

Grace’s strength lies in her ability to manage projects and lead cross-functional teams to coordinate resources, streamline O&M processes, and drive continuous improvement across facilities. Passionate about advancing sustainability, she is committed to reducing greenhouse gas emissions, promoting green operations, and supporting the creation of a more sustainable built environment.

She holds a Bachelor of Science in Real Estate and a Master’s Degree in Sustainability Management from American University.

Freddy Ruiz

Custodial Operations Manager

Freddy leads Custodial Operations, bringing more than 15 years of experience managing custodial and landscaping services. He is bilingual and applies the U.S. Green Building Council (USGBC) and Environmental Protection Agency (EPA) green cleaning guidelines to ensure environmentally responsible operations. He oversees all aspects of custodial operations, including project staffing, work scheduling (with a focus on seasonal operations), procurement of supplies and equipment, staff training and development, and quality assurance. Freddy is committed to maintaining alignment with green-cleaning standards while fostering a strong safety-first culture.
Throughout his career, he has successfully managed both federal and commercial contracts, with responsibilities ranging from procurement, inspections, and vendor management to seasonal snow operations. His leadership philosophy centers on responsiveness, reliability, and delivering measurable results.

Freddy holds certifications in Low-Impact Development (LID) maintenance and real estate management. Whether building staffing matrices, troubleshooting site issues, or conducting facility walkthroughs with building managers, his focus remains consistent—providing dependable service that safeguards people, property, and the environment.

Christina Weaver

People Operations Manager

With over two decades of leadership in human resources and people operations, Christina Weaver serves as People Operations Manager She is a strategic HR executive dedicated to aligning people strategies with organizational goals to shape the future of SFMS as a high-performance, employee-centered company. Her expertise spans organizational development, change management, talent acquisition, compensation design, workforce engagement, and building cultures of belonging that support long-term growth.

Looking ahead, Christina is focused on advancing SFMS’s ability to attract, develop, and retain top talent in a competitive marketplace. She is leading initiatives to modernize people operations, implement forward-thinking talent strategies, and strengthen career development pathways that empower employees at every level. Her vision emphasizes cultivating a workplace where collaboration, accountability, and innovation thrive—ensuring SFMS remains an employer of choice and a leader in sustainable facilities management.

Before joining SFMS, Christina held senior leadership roles across industries including SaaS, professional services, entertainment, and global consumer brands. She has successfully guided large-scale HR transformations, launched total rewards programs, and built resilient workplace cultures that improve retention and performance.

Christina holds a Bachelor of Science in Human Resource Management, an Associate Degree in Accounting, and is currently pursuing her SHRM-SCP certification.
